"Redirect non-SEF URLs" not working.

From the 2.2.3 I found this problem. The "Redirect non-SEF URLs" don't work anymore... look at this:

not-sef....
www.xtremehardware.it/index.php?option=c...view=article&id=3512

sef...
www.xtremehardware.it/news/software/emer...dows-7-201004073512/

those are the same article..but the first one shoud be automatically rewritten as the second one..
