I have url's all over the net using these SEF Advance generated characters.
I need to use a 301 redirect from one of these %10 url's to a non-%10 URL.
I was successful in doing this when I changed the %28 to ( and %29 to ) but have not been able to figure out the %10 and %11 - what character are they?

These are non-printing characters intended for printer control. As such, most URL forwarders (including SEF Advance) don't know what to do with them.
I did find one though - solved my problem completely and I can begin to clean up the %10 and %11 references without losing ranking.

The free version works for redirecting these URLs.
