According to this FAQ
I have a test site for development. Can I get SEF Advance licensed to it as well?
Yes. This can be your local site (localhost) or a test site on internet. However you are required to stop using SEF Advance on your test site when you transfer SEF Advance to your live site.
I have a test site setup on my own pc named localhost and one on my ISP which I have a license for.
I do not understand what I need to do to transfer/purchase a new license.
Can someone please explain this.

You just need to mail me with request to add the test site to your license.
Once I have added it you will need to download the new file and install on the test site.
