Url rewriting configuration problems..dpon't get it.

have in some of my url hyphens.
Under preferences, for "Space", I entered a hyphen, so that all spaces will be replaced by a hyphen. This happens. However, all existing hyphens are displayed as %11.

example: before: www.mysite.com/just-a text
after: www.mysite.com/just%11a-text

Is there a way to modify the settings so that all existing hyphens show as hyphens, and all spaces are replaced by hyphens?

In my conf I put :

Replace exceptions:
