changing meta description and keywords

Hi, I have same problem.
If I turn on Dynamic Meta titles I have meta tags for each article that I write under the Meta Info tab but always after of my globals meta tags, if delete in global meta tags, show correctly in sections but in my root page show meta tags (Keywords and Description) empty.
There some way to show in my root site only global meta tags from global config and in every section only tags from under the Meta Info tab of every article?

Nobody can tell me how I can change order in my metas desc and keywords.?
Now show first global and after tags from article, I only want change the order of this,
first tags article and after global. Now big G sitemaps tell me that have too meta desc duplicated and I think that with changing order is best for SEO and for my sitemap. Think that I must change some in joomla.php file but I'm not a coder. Could help me someone? Thanks.
