reinstall error

I uninstalled to install the newest version. Installation fails and gives the following error:
Warning: copy(/home/thelecom/public_html/administrator/components/com_sef/sef.xml) [function.copy]: failed to open stream: Permission denied in /home/thelecom/public_html/administrator/components/com_installer/installer.class.php on line 360
Any one know what's wrong and how to fix it?

Make sure the directory ./administrator/components/ is CHMOD 777.
