Sef advanced is related to ip or host ?

My hoster ask me if sef advance is related with my ip or my host ? thanks a lot ( i've migrated the site to a new server now seems to be some problem because they says that they have installed ioncube but the tester doesn't recognize it

Single domain license is related to site's hostname, doesn't matter if you change host or server.
Server license is tied to IP address.

If the tester doesn't recognize ionCube loader then it's not installed correctly.
