Access forbidden message error 403

When I use the main menu to goto a page:
Non-SEF URL:
index.php?option=com_content&task=view&id=257&Itemid=664
Gets rewritten to:
e%11rate-for-south-carolina-public-libraries.html which displays the error.
All the other menu items work fine so far.
Joomla! 1.0.15
SEF Advance for Joomla! 1.0
