Encode Exceptions not working

hello,
i just noticed that my Encode Exceptions aren't working. i am just using the default entry, which is this:
?|!|,|;
but if i create a regular content item with a question mark or exclamation point (or any of the excluded characters) in the title, those characters still appear in the URL. any ideas on why this would be happening?
(using version 5.6.2)

They do appear but they are not URL encoded.
For example instead of
http://domain/joomla%21-license-guidelines/
you get
http://domain/joomla!-license-guidelines/
There is no way to completely exclude characters unless you use alias.
For example instead of
http://domain/joomla%21-license-guidelines/
you get
http://domain/joomla!-license-guidelines/
